Hence, it is possible to suggest that there is no immutable set of contents of the ‘private’ and ‘public’ spheres; an active decision must be made to place certain items or activities into the realm of the political, and this decision will be related to what some collectivity of states define to be their common interests (which may or may not entail restrictions on individuals).

5 Finally, the empirical material on the EC–EU outlined in this book aims to test the proposition that drug threat and the enforcement rationalized on the basis of that threat have provided a basis on which to legitimize a broader set of cooperative security measures among EU member states while marginalizing alternative analyses and policies on drugs. It is also proposed that drug threat has provided a basis on which to legitimize a secretive and anti-democratic style of policy-making over a considerable period of time and that this may reflect a modification of the norms of sovereignty for EU member states and also show how state power has been consolidated in the areas of rule making and policing.

She suggests that, with sovereignty, recognition is everything; it is not an automatic attribute of the state but one that is conferred externally by other states or – more accurately – by a majority of political elites representing individual states. Numerous authors have suggested that sovereignty is not (and never has been) absolute but is a matter of degree, and that the functional attributes that stem from it have a direct relation to power capabilities. None the less, as Thomson suggests, sovereignty is – fundamentally – the means through which states claim and are recognized to have the authority to define ‘the political’.
