This reality led Western countries to pay attention to the commitment of African states to independence in Portuguese Africa, British-ruled Rhodesia, and South African–occupied South West Africa and the elimination of apartheid in South Africa. The diplomatic positions of the United States, the United Kingdom, and other European countries, particularly in the context of the multilateral diplomacy of the UN, became increasingly critical of South Africa’s internal and regional policies while continuing to maintain cordial bilateral relations with the new apartheid regime of South Africa.
The decision of Prime Minister John Vorster to approve the construction of new facilities in the 1970s signaled an important shift from research to implementation in the priorities of the nuclear program. Within a short time period in the mid-1970s, Prime Minister Vorster approved the construction of the Koeberg nuclear power station in the Western Cape and the continued development of an indigenous highly enriched uranium program. Secretly, Vorster also approved the construction of nuclear bombs and a test site that was to be built in the Kalahari Desert.
One of the most important research bodies involved in early nuclear-related research and the development of chemical weapons was the state-owned Council for Scientific and Industrial Research. The Applied Radioactivity Division of the council started researching radioisotopes in the late 1940s. 36 In subsequent years, council researchers and other researchers made significant contributions to the development of the nuclear bomb and several launchvehicle programs. 37 A great deal of basic research conducted by scientists in Afrikaans-speaking universities and Origins and Evolution of Nuclear-Weapons Research 37 researchers who worked for state parastatals made important contributions to lines of research that fed into the country’s covert weapons-research programs.
